Abstract

Against the backdrop of the ongoing advancement of the Belt and Road Initiative and the China-Pakistan Economic Corridor, public health cooperation has become an integral part of the China-Pakistan all-weather strategic partnership, playing a positive role in enhancing the capacity of Pakistan’s health system, promoting regional health security, and advancing global health governance. At the same time, cultural cooperation—centered on medical education, people-to-people exchanges, and the dissemination of health concepts—has continued to deepen, laying a solid social and public opinion foundation for bilateral public health cooperation. This article systematically reviews the achievements, current challenges, and future prospects of China-Pakistan public health cooperation. In terms of cooperation outcomes, both China and Pakistan have made significant progress in institutional cooperation, medical infrastructure development, health workforce training, infectious disease prevention and control, medical technology transfer, and public health governance. At the same time, China-Pakistan public health cooperation still faces numerous practical challenges. Chronic underfunding in the healthcare sector has constrained the sustainable development of infrastructure and public health projects; disparities in the level of development between the two countries’ health systems have created certain obstacles in the allocation of medical resources, the application of technology, and policy coordination; and Pakistan’s shortage of healthcare professionals and inadequate primary care capacity have also impacted the effectiveness of cooperative projects and the quality of services. To further enhance the quality and sustainability of this cooperation, this paper proposes the following policy recommendations: First, introduce a health tax; second, develop wide-voltage medical equipment compatible with lithium-ion batteries; third, strengthen local talent development; fourth, prioritize technical and skills training for relevant Pakistani personnel; and fifth, both sides could collaborate with domestic hospitals and universities through foreign aid projects to offer training courses in China.
